In 2016, J. M. Coull, Inc. was selected as the General Contractor for the construction of the Lowell Community Health Center on Jackson Street in Lowell. Part of J.M. Coull’s contract included the construction of a pedestrian bridge over the Hamilton Canal between Mill Building No. 2 and Mill Building No. 6, which would be the entrance to the new health center. J.M. Coull reached out E.T.& L. Corp. for pricing on this bridge construction, and ultimately E.T.& L. Corp. was awarded the contract. The scope of work included partial demolition of the brick canal walls at both existing mill buildings to make way for the cast in place concrete abutments, which would support the new pedestrian bridge. In order to perform this work, the canal water level was drawn down. The bridge construction included the installation of 40-foot structural steel beams, which posed a bit of challenge because the only access was through the alleyway of Mill Building No. 2. Once the beams were installed, E.T.& L. Corp. formed and poured a concrete bridge deck around a heating system that had been installed by the plumbing company. The bridge deck was then topped with insulation, sand, and brick pavers before a new decorative metal bridge railing was installed. In addition, a sewer force main and electrical conduits were installed across the bridge and the existing steel catwalk along the canal was repaired.
